He had heard about the Winter Solider, the things he had done back in the day, how he was kept "under ice" for most of the time instead of constantly like he was. It was odd, hearing the Soviets finding a way to prolong life, even though that meant you missed out on a lot of it. But he had to be stopped and brought in no matter what. Maybe they could even get some answers out of the Russians.
He was at HQ a little after Steph, having to put the groceries away and then suit up, but only by a few minutes.
